The High Commission of Canada to Sri Lanka and Maldives is pleased to launch its annual call for proposals for the Canada Fund for Local Initiatives (CFLI).
The CFLI is a program designed to support small-scale, high-impact projects in developing countries, which align with Global Affairs Canada’s thematic priority areas for engagement. The program is directed at projects conceived and designed predominantly by local partners. Projects are selected and approved by the relevant Canadian embassy or high commission. The CFLI also serves to support positive bilateral relations between Canada and recipient countries and their civil societies, by deepening contacts and supporting local endeavours.
The average CFLI contribution is $30,000 to $50,000 Canadian Dollars (CAD$100,000 is the maximum allocation amount for a project eligible under CFLI). Consult the currency converter for local currency equivalents. Please note that all contributions are made in Canadian dollars and then converted to the local currency.
How to apply
The High Commission of Canada Sri Lanka and Maldives has updated its application process. Please read carefully as the process has changed:
Stage 1: Concept Note
- Email CFLIColombo@international.gc.ca to request the Concept Note form. Otherwise submit a 2-page proposal outlining the following:
- Implementing agency, registration number and contact information
- Proposed project name and description
- Country of implementation (Sri Lanka or Maldives only)
- Proposed project amount in your local currency
- Project goals
- Target population – who are you aiming to reach and support and expected number of beneficiaries
- Expected results
- Advocacy plans
- Potential risks
- The deadline for submitting a concept note is 11:59 p.m. (GMT+5:30) on Sunday March 7, 2021. Concept notes submitted after this deadline will not be considered.

Stage 2: Application form
- Selected applicants will be contacted by mid-April and will have two weeks to complete an application form with a detailed budget.
- Projects must be completed between the date of signature of the Contribution Agreement and February 28, 2022.
- Partner organizations will need to have a bank account with a major bank in Sri Lanka or Maldives.
- Proposals must be completed in English or French.
- Project applications must specify how much money is being noted in local currency and Canadian dollars.
- Budgets should detail the proposed activities and associated costs; the more detailed the budget, the easier it will be for the selection committee to assess.
- Successful applicants will have 8-9 months to implement the chosen project.
- Project applications are kept on file at missions in accordance with Global Affairs Canada’s information management policies.
- Projects spanning 2 fiscal years (June 2021 to February 2023) may be permitted, depending on the project objectives and the complexity of activities.

Organizations eligible to apply for CFLI funding
Eligible recipients include:
- Local, national or community-based organization (non-governmental and not-for-profit)
- Local municipal, regional or national government institution or agency of the recipient country
- Local academic institution
- Canadian organization (non-governmental or not-for-profit) that is working on local development activities
- International or regional organization (non-governmental or not-for-profit) that is working on local development activities
- Intergovernmental or multilateral institution, organization or agency working on local development activities
