The WHO Junior Professional Officer (JPO) Programme

Applications are now open for the 2024 WHO Junior Professional Officer (JPO) Programme. As part of the Healthier Populations Division, the Health and Migration Programme (PHM) represents the Organization and provides global direction on the technical area of health and migration. PHM’s work includes implementation of the Global Action Plan, promoting the health of refugees and migrants within the overall framework of WHO’s Constitution, GPW13, SDGs, and maximizing the Member States’ Organization-wide contribution in achieving significant health status gains for refugee and migrant populations.

Duties, Responsibilities and Output expectations:

  • Review and analyse health workers competency gaps, needs and programmes in the target countries.
  • Support development of competency strengthening programmes in line with Refugee and migrant health: Global Competency Standards for health workers.
  • Conceptualize and contribute to the implementation of competency development programmes in consultation with global, regional, national stakeholders.
  • Assist in developing, disseminating, and regularly engaging refugee and migrant health policy dialogues in close collaboration and consultation with regions and countries.
  • Support translation of relevant programmatic knowledge on health workers competencies into learning programs on applicable WHO platforms such as WHO Academy, openwho.org, or other massive open online course platforms.
  • In collaboration with other teams across three levels support implementation of specific projects on refugee and health.
  • Perform all other related duties as assigned by the Director.

Skills and knowledge required for the assignment:

Interpersonal skills, using tact, patience and courtesy. Strong skills for policy design, planning and implementation. Excellent skills for drafting, communicating and presentation on public health matters. Good knowledge of office packages.

Skills for project management and development/education programmes for health sector workers.

Required Skills and Experience

Education:

  • Essential: An advanced university degree in medicine or public health or social sciences from a recognized/accredited institute
  • Desirable: Completion of specific courses and certificates on public health, health workers’ education, health and migration

Work experience:

  • Essential: At least two years of progressively responsible professional experience in public health, policy, and capacity building. 
  • Desirable: Professional national and international experience on skills development programmes for health workers. Experience in conceptualizing and conduct of policy dialogues to advance health systems for inclusion, and health equity.

Languages and level required:

Essential: Expert knowledge of English

Nationality: 

Under the JPO programme framework, the following position is open only to nationals of France.

Age Requirement: 

Not older than 32 years of age as of 31 December, 2024 (born after 1 January, 1992).
